A net capital of CAD250, 000 in the original residence of the applicants, including: company capital, property, cash, stock and valuable securities.
1. A minimum of three years business or management experiences in a profiting enterprise. 

2. A minimum of CAD150, 000 on establishment of a new business or purchase an existing enterprise, or own 33.3% (at least CAD150, 000) or above the share of the company, if less than 33.3%, the investing capital should be increased to an amount of at least CAD500, 000, and engage in the daily operation. 

3.The applicant should pay CAD75, 000 to the government as the deposit of the investment and the real investment is CAD150, 000, the investment deposit of CAD75, 000 can be refund. At the same a business proposal and performance agreement on the residence should be signed. 

4.Before the interview a five day field trip to Saskatchewan with the purpose of getting know the local living habits and business opportunities, including the seminar held by the state government. 

5. A whole set of application form and relative documents should be submitted after the interview, including a complete set of business proposal.
